All rights over the sub-soil water resources within a municipal area, shall vest in the Municipality constituted for that area.

Power to require Municipality to carry out survey and formulate proposals.- A Municipality may: (a) carry out a survey of the existing consumption of and demand for water supply in the municipal area and of the water resources in or available for the municipal area and quality thereof,

(b) prepare an estimate of the future water supply requirements of the municipal area; (c) formulate proposals as to the existing or future water supply requirements of the municipal are; and (d) formulate proposals for maintaining the quality of water resources.
