University open to all castes, class and creed.—

1. (1) The University shall be open to all persons irrespective of caste, class, creed, race, religion, place of birth or gender.
2. (2) Nothing contained in sub-section

(1) shall be deemed to prevent the University from making special provisions for the employment or admission of women, persons with disabilities or of persons belonging to the weaker sections of the society and, in particular, of the Scheduled Castes, the Scheduled Tribes and the Other Backward Classes within the law of the land:
