Power to remove difficulties

If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order, do anything which is not inconsistent with the provisions of this Act as may appear to be necessary for the purpose of removing the difficulty. Any person aggrieved by the order fixing the betterment charges may, approach a Court of competent jurisdiction.
