Appeal against orders

Any person aggrieved by an order passed by the authorized officer under Section 14 may prefer an appeal to the appellate authority within the period and in the manner prescribed. No restriction enforce under section 14 shall apply to any excavation or work necessary for the repair, renewal, enlargement or maintenance of any sewer, drain, electric line, pipe, duct or other apparatus constructed in or upon the land before the date on the which the restrictions came ir:ito force or with the consent of the Highway Authority on or after that date.
