This Act reforms land tenure in Odisha. It protects the rights of raiyats (tenant cultivators), prohibits letting out land, makes certain rights non-transferable, and limits the eviction of raiyats. It also protects the dwelling houses of raiyats, tenants and agricultural labourers, regulates the conversion of agricultural land, and fixes a ceiling on landholdings.
