Recovery of sums

(1) Whenever any sum is to be paid by any person under this Act and the sum has not been paid within the time prescribed for such payment, it shall be recoverable with interest at the rate of nine per cent per annum as arrears of land revenue by a Canal Officer who shall have the powers of Assistant Collector under the Land Revenue Act. (2) When any sum is recovered as above under sub-section (1) of section 27 and sub-section (1) of section 38, it shall be paid to the person who is entitled to receive the same.
