Power to impose fine

Notwithstanding anything contained in this Act, the Divisional Canal Officer or Canal Officer or Zilladar shall also be competent to impose fine not exceeding fifty rupees on a person who is found guilty of any offence specified in section 82; Provided that no such fine shall be imposed unless— (a) an inquiry, in the manner as may be prescribed is made; and (b) the offender is given a reasonable opportunity of being heard.
