Powers and functions of the University
The Delhi Skill and Entrepreneurship University Act, 2019The University shall have the following powers and functions:— (i) to manage the assets of the University; (ii) to regulate and provide for the courses of study, instruction and research at the University; (iii) to establish and maintain campuses, regional centres, or off-shore centres as the University may determine, and to manage and run the same through the regulations of the board; (iv) to confer degrees, diplomas, certificates and other academic distinctions for courses and examinations; (v) to establish chairs, research positions and other posts, and to invite and appoint persons of repute, including industry experts, to hold such chairs/positions for the advancement of the University and the ecosystem; (vi) to establish chairs, research positions and other posts and to invite and appoint persons of repute, including industry experts, to hold such chairs/positions for the advancement of the University and the ecosystem; (vii) to provide for instruction, research and extension as the University may deem fit; (viii) to institute and award fellowships, scholarships, studentships, medals and prizes in accordance with the Delhi Skill and Entrepreneurship University Act, 1956 and the Statutes; (ix) to demand and receive such fees as may be prescribed for the purpose of the University and to regulate the same for the academic and administrative activities; (x) to demand and receive fees for such services to the industry, research and development related activities, and to maintain the same for the activities of the University as a whole, including the development of infrastructure and other administrative activities; (xi) to manage the internal and external examination system and to provide for the assessment and evaluation system as the University may define and for the academic and administrative requirements defined by the University; (xii) to define the curriculum and the academic rigour of the courses offered by the University and to ensure that the programmes are relevant to the needs of the industry, technology and development; (xiii) to establish industry-University linkages for practical exposure and industry-ready education; (xiv) to develop and implement the internal quality assurance and monitoring framework, and to ensure that the students and stakeholders benefit from the same and that the overall quality of programs is maintained; (xv) to manage the research and development activities and to conduct the same through the University as an independent entity or through the agencies of the University and to engage, train and build the research and development capabilities of the faculty and students; (xvi) to maintain the standards of education and skills through the internal audit and through the feedback taken from the industry and to ensure the standards are in accordance with the industry demands; (xvii) to create, modify and delete the courses and programmes to meet the industry demands; (xviii) to manage the books, records, and databases (including digital records) of the University, including but not limited to the student and faculty records, research databases, industry databases, and the like for the overall advancement of the University's objectives; (xix) to pursue such development as may be required for the University to become a leader in the field of skill and entrepreneurship; (xx) to ensure that the programmes provide for the career paths of the students through industry linkages, industry exposure and employment, and to facilitate the same including the development of an incubation and entrepreneurship cell or the creation of an individual entrepreneurship support, and the like, to ensure the career advancement of the students. (i) to provide for instruction in such branches of learning as the University may think fit; (ii) to provide for research and for the advancement of and dissemination of knowledge; (iii) to organize and undertake academic, professional and vocational studies and to provide for industry relevant education in skill based training to students, workers and other members of the society; (iv) to develop and provide industry relevant skill development courses and programmes in accordance of the needs of the industry and society at large; (v) to act as a pivot for skill development and entrepreneurship in the National Capital Territory of Delhi, and to ensure that the skill ecosystem is responsive to the needs of the industry and the society; (vi) to conduct skill development programmes in a manner which ensures that students, workers and other members of the society get the opportunity to excel, and to maintain the standards in skills and entrepreneurship; (vii) to provide for infrastructure and resource centre for skill development, training and research and for such other purposes as may be prescribed; (viii) to institute and confer degrees, diplomas, certificates and other academic distinctions or titles in accordance with the University Grants Commission Act, 1956 and other directions issued by the University Grants Commission, from time to time; (ix) to institute and award fellowships, scholarships, exhibitions, prizes and medals in accordance with the statutes and regulations; (x) to confer honorary degrees or other distinctions in the manner prescribed and to withdraw the same in the interest of the university and excellence of skill and academic pursuits; (xi) to organize and provide for continuing education programmes, consultancy and extension services, and to enter into MoUs with industries and other organizations for the purpose; (xii) to provide for the design, development and monitoring of curriculum and learning outcomes for different levels of skill based education and to ensure quality and relevance; (xiii) to provide for evaluation of skill based programmes and to issue certificates for the same; (xiv) to set up and maintain a system for placement, internship and industry interaction for the students of the University; (xv) to provide for the support and incubation of start-ups and entrepreneurship ventures for the students, alumni and members of the society, and to facilitate the same with the necessary ecosystem; (xvi) to provide for the recognition of prior learning and to grant credit for the same in accordance with the procedures and standards as may be determined by the University from time to time; (xvii) to provide for the admission of students to the University courses of study; (xviii) to create posts of professor, reader, lecturer and other academic or non-academic posts and to make appointments thereto, in accordance with the norms, rules and regulations as may be framed by the University; (xix) to provide for the discipline of students and to make arrangements for promoting their health and general welfare; (xx) to create, modify and make rules for the administration of the University and its departments, and to provide for the decentralization of powers and authorities to the departments and other subordinate bodies; (xxi) to levy and collect fees and other charges, examination fees, library fees, and other charges as may be prescribed; (xxii) to accept grants, endowments, donations or contributions and to hold personal or real property for the purposes of the University; (xxiii) to frame statutes, ordinances and regulations for the management and functioning of the University; (xxiv) to establish regional centres, study centres, and other outreach facilities for the purpose of the University and to provide for their administration and management; (xxv) to provide for the welfare of students and faculty; (xxvi) to facilitate, support, monitor and regulate the quality of skill, vocational, and professional education and training provided by the University and its affiliated centres, colleges or institutes; (xxvii) to collaborate with other academic institutions, organizations and industries for research, teaching, and other purposes, both within Delhi and elsewhere; (xxviii) to promote, conduct and support research in skill development, entrepreneurship and related fields, and to facilitate the publication of the same; (xxix) to establish and maintain libraries, laboratories, research centres, and other facilities for the purpose of the University; (xxx) to foster the spirit of innovation and entrepreneurship among the students, staff, and other members of the community; (xxxi) to facilitate the development and implementation of programmes for the skills, training and employment of persons with disabilities; (xxxii) to provide for the development and use of innovative teaching and learning methods, including digital, blended and other modern techniques, as may be approved by the University, with the objective of making such methods and technologies accessible to all, and to ensure the quality of such programmes; (xxxiii) to establish, maintain and run hostels, guesthouses, and other residential facilities for students and staff; (xxxiv) to provide for the guidance, counselling and career services for students, and to mentor them in their transition from education to the workforce; (xxxv) to establish, maintain and operate any other facilities or services that may be necessary or desirable for the purposes of the University; (xxxvi) to provide for the periodic review and assessment of the University's programmes; (xxxvii) to conduct, manage, regulate and oversee such other activities, and to perform such other functions as may be necessary to carry out the objects of the University; (xxxviii) to exercise all other powers which are necessary or incidental to the achievement of the objectives of the University; (xxxix) to provide for the establishment and management of, or to collaborate with, centres of excellence, schools of specialized learning and other such institutions as may be deemed necessary for the promotion of skill development, entrepreneurship and research; (xxxx) to do all such other acts and things as may be necessary or incidental to the exercise of the powers and the performance of the functions of the University. The University shall have the following powers and perform the following functions, namely:- (i) to comply with the National Skills Qualification Framework & the framework applicable to courses of applied sciences; (ii) to have autonomy in financial, administrative and academic matters in regard to the attainment of its objects; (iii) to develop credit framework in accordance with the National Occupational Standards developed by such bodies as may be specified, by or under, the National Skills Qualification Framework and framework applicable to courses of applied sciences; (iv) to develop curriculum packages for each level and each skill as may be defined, by or under, the National Skills Qualification Framework and framework applicable to courses of applied sciences; (v) to define norms and parameters of applied sciences, skills education, teaching and instruction, consistent with the credit framework and curriculum packages, in such skills and allied areas as the University may deem fit; (vi) to impart instruction in accordance with the credit framework and curriculum packages, in such skills and allied areas of applied science, as the University may deem fit, for the dissemination of knowledge and skills training and consistent with its objects; (vii) to impart instruction in such branches of learning, other than skills, consistent with its objects, as the University may, from time to time, determine; (viii) to award degrees, diplomas, certificates and other distinctions that conform to the provisions of the University Grants Commission Act, 1956, or the National Skills Qualification Framework, as the case may be; (ix) to define norms of examination or any other measure of assessment of knowledge and competency of a student or, or admission to the University; (x) to conduct examinations or other assessments of knowledge or competency, or accredit the examination or other assessment systems of institutions of skills education, as the University may, from time to time, determine; (xi) to recognize industries for purposes of practical training of students in skills and to define norms for recognition of competency attained by a student in such practical training in industry for the purpose of earning credits; (xii) to define norms and measures of assessment for recognition or prior learning and competency in skills, based on relevant experience at work or in industry; and to assign credits for such prior learning or competency in accordance with the credit framework; (xiii) to lay down norms for transfer of credits to promote new learning opportunities without compromising on learning outcomes; (xiv) to institute education in applied sciences, skills education, teaching or other academic positions, required by the University, with such qualifications and designations as it may deem fit, and to appoint persons on tenure, term or otherwise to such positions; (xv) to appoint persons working or having significant experience or working, in any other University or educational institution or any industry, possessing the required knowledge or competency, as adjunct, guest or visiting faculty of the University on such terms and for such duration as University may decide; (xvi) to lay down parameters for assessment and accreditation of courses of applied sciences, skill educators and training providers in accordance with the norms specified by or under the National Skills qualification Framework, or in their absence, such norms as may be determined by the University; (xvii) to create administrative and other posts and to make appointments thereto; (xviii) to determine, specify and receive payment of fees and other charges, as the University may deem fit, from students and any other person, institution, industry or body corporate for instructions and other services, including training, consultancy and advisory services, provided by the University; (xix) to establish and maintain such infrastructure, including campuses and training centres within its territorial jurisdictions, as may be necessary for attainment of its objects; (xx) to undertake, or cause to be undertaken, such studies for assessment of courses, skill needs as may be required in the future and to prepare and maintain a database of courses of applied sciences, skills assessment and requirements in terms of the emerging employment market in Delhi, nationally or internationally, as the case may be, relevant to the instructions imparted or proposed to be imparted in the University; (xxi) to institute and award fellowships, scholarships, exhibitions, prizes and medals; (xxii) to collaborate with any other university or institution in offering joint degree programmes for bridging, education in applied sciences, skill education with higher education; (i) to comply with the National Skills Qualification Framework & the framework applicable to courses of applied sciences; (ii) to have autonomy in financial, administrative and academic matters in regard to the attainment of its objects; (vii) to impart instruction in such branches of learning, other than skills, consistent with its objects, as the University may, from time to time, determine; (viii) to award degrees, diplomas, certificates and other distinctions that conform to the provisions of the University Grants Commission Act, 1956, or the National Skills Qualification Framework, as the case may be; (ix) to define norms of examination or any other measure of assessment of knowledge and competency of a student or, or admission to the University; (x) to conduct examinations or other assessments of knowledge or competency, or accredit the examination or other assessment systems of institutions of skills education, as the University may, from time to time, determine; (xxiv) to promote international collaboration in applied sciences and skills education with institutions of applied sciences for the purpose of developing competency, knowledge and ability to global standards; (xxv) to promote a spirit of entrepreneurship in skills amongst youth; (xxvi) to establish, maintain institutions, centres, campuses and such other centres of education, research, training and extension as deemed appropriate by the University; (xxvi) to determine mode and standards for admissions to the University which may include examinations, evaluation or any other method of selection; (xxvii) to establish, maintain and manage halls, hostels, residences etc for the residence of , staff, students and scholars; (xxviii) to prescribe, regulate and enforce the discipline and conduct of students of the University and to make arrangements for promoting their health, welfare and cultural and corporate life; (xxix) to regulate the work and conduct of employees of the University and take such disciplinary measures in this regard as may deem necessary; (xxx) to make arrangements for promoting the health and general welfare of employees of the University; (xxxi) to create any Reserve Fund, Insurance Fund or any other special Fund whether for depreciation or for repairing, improving, extending or maintaining any of the properties or rights of the University and/or for recoupment of wasting assets and for any other purposes for which the University deems it expedient or proper to create or maintain such Funds; (xxxii) to draw, make, accept, endorse and discount cheques, notes or other negotiable instruments; (xxxiii) to receive benefactions, donations and gifts from persons and organizations and to name, after them, such chairs, institutions, buildings and the like as the University may determine, whose gift or donation to the University is worth such amount as the University may decide; (xxxiv) to acquire by gift, purchase, exchange, lease, hire or otherwise howsoever any movable or immovable property which may be necessary or convenient for the purpose of the University and to build, construct, improve, alter, demolish, repair and maintain such buildings, works and constructions as may be necessary for carrying out the objects of the University; (xxxv) to borrow money, with the approval of the Government, for the purpose of the University; (xxxvi) to assess the needs in terms of subjects, fields of specialization, levels of education and training of technical and other manpower, both on short and long term basis, and to initiate necessary programmes to meet those needs; (xxxvii) to initiate measures to enlist the cooperation of the industry and other expert agencies to provide complementary facilities; (xxxviii) to prescribe code of ethics, code of conduct and disciplinary rules for its employees and Code of Discipline for the students. However, the disciplinary rules for the employees should be on the line of conduct rules and disciplinary rules applicable to employees of Government; and (xxxix) to do all such things as may be necessary, incidental or conducive to the attainment of all or any of the objects of the Skills University. (xxiii) to partner with institutions and industries for creating and operating centres and programmes.
