Powers of the Executive Council
The Delhi Skill and Entrepreneurship University Act, 2019(1) The Executive Council shall have the following powers: (a) to create teaching and other academic posts; (b) to appoint persons to such posts; (c) to manage and regulate the finances and accounts of the University. (2) The Executive Council shall delegate its powers, subject to the Statutes, to the Vice-Chancellor. (3) The Executive Council shall review the annual report of the University. (4) The Executive Council shall ensure the implementation of the objectives of the University. (5) The Executive Council shall have the power to frame Ordinances and Regulations. (6) The Executive Council shall meet at such time and place as may be determined by the Vice-Chancellor. (1) The Academic Council of the University shall be the principal academic body of the University and shall, subject to the provisions of this Act and the Statutes and Ordinances, coordinate and exercise general supervision over the academic policies of the University: (a) The Vice-Chancellor shall be its Chairperson; (b) Such other members as may be prescribed by the Statutes of the University; (c) Such other members as may be decided. (2) The powers and functions of the Academic Council shall be such as may be prescribed by the Statutes: (3) The Academic Council shall meet at such times and places as may be prescribed: (4) The Academic Council may constitute committees/sub-committees for specific academic purposes. (5) Each Academic Council shall prepare such academic courses and provide such skill and vocational courses which are required for the employment of the students, as may be approved by the Board of Management, or by the Government, as may be required; (6) Decisions of the Academic Council regarding academic policies and standard of instructions shall be final. (1) Subject to the provisions of this Act, the Court shall review, from time to time, the broad policies and programmes of the University and suggest measures for improvement and development of the University, the Court shall have the following other powers and functions namely:- (a) to consider the broad policies or any proposed modification thereof by the Board of Management; (b) to advice the Chancellor inrespect of any matter which may be referredto it for advice; and (c) to perform such other functions as may be prescribed. (2)The Court shall ordinarily meet at least once in every calendar year, and that meeting of the Court shall be called by the Registrar with the approval of the Chancellor; (3)For every meetingofthe Court, normally fifteen days notice shall be given; (4)One halfofthe members existing on the rolls ofthe Court shall form the quorum; (5)Each member shall have one vote and if there be equality of votes on any question to be determined by the Court, Chairperson of the Court shall, in addition, have a casting vote; (6)In case of difference of opinion among the members, the opinion ofthe majority shall prevail;
