Powers and duties of Vice-Chancellor
The Delhi Skill and Entrepreneurship University Act, 2019(1) The Vice-Chancellor shall be the principal executive and academic officer of the University. (2) He shall be responsible for the proper administration of the University and for the close co-operation and integration of teaching, research and other work in the University. (3) The Vice-Chancellor shall preside at the meetings of the authorities of the University and at the convocation of the University; he shall be entitled to be present and to address any meeting of any authority or other body of the University but shall not be entitled to vote thereat unless he is a member of such authority or body. (4) In the event of an emergency, the Vice-Chancellor may take such action as he deems necessary and shall as soon as possible report the same to the next meeting of the authority which would have ordinarily dealt with the matter. (5) The Vice-Chancellor shall have the power to enforce and implement the decisions of the authorities of the University. (6) The Vice-Chancellor shall have power to hold the meetings of the authorities or bodies of the University and such other powers and functions as may be prescribed by the Statutes. (7) If the Vice-Chancellor is satisfied that any action or proposed action of any authority or body of the University is not in the interest of the University, he may request such authority or body to reconsider the matter and if the authority or body does not reconsider the matter, he may refer the matter to the Chancellor. (8) The Vice-Chancellor shall have the power to appoint such staff and in such manner as may be prescribed by the Statutes or Regulations, as the case may be, and to perform such other functions as may be necessary to carry out the objects of the University. (9) The Vice-Chancellor shall have the power to delegate any of his powers to any other officer or authority of the University as he may deem fit, subject to the approval of the Board of Management; provided that in case of emergency, the Vice-Chancellor may delegate his powers without such prior approval, but shall report the same to the Board of Management at the next meeting. (1) The Court shall be the supreme authority of the University and shall have the power to review the acts of the Executive Council and the Academic Council. (2) The Court shall consist of such members as may be provided for in the Statutes. (3) The Court shall meet at least once in a year and the meeting shall be called the annual meeting of the Court and the Court may also meet at such other times as it may, from time to time, determine. (4) One-third of the members of the Court shall form a quorum for a meeting of the Court. (5) The Court shall formulate the broad policies and programmes of the University and suggest measures for the improvement and development of the University. (6) The Court shall have the power to review the broad policies and programmes of the University and suggest measures for the improvement and development of the University. (7) The Court shall perform such other functions as may be prescribed by the Statutes. (8) The Court shall consider the annual report and the annual accounts and the audit report of the University and the decisions taken by the Executive Council in respect of these. (9) The Court shall review the performance of the University and advise the Executive Council on the future development and expansion of the University, including in matters of introducing new courses, establishing new centers and departments, and the overall governance of the University. (10) The Court shall ensure that the University adheres to the vision and mission of the University, including the promotion of skill and entrepreneurship, and that it serves the public interest and the needs of society. (11) The members of the Court shall hold office for such term as may be prescribed by the Statutes. (12) The Court shall have the power to make, amend or repeal Statutes, subject to the approval of the Chancellor, and to frame Ordinances. (13) The Court shall have the power to constitute committees for such purposes as it may deem fit. (14) The Court shall exercise such other powers and perform such other functions as may be conferred or imposed on it by this Act or the Statutes. (15) The Court shall maintain the records of its proceedings and decisions. (16) The Court shall ensure that the University maintains transparency and accountability in its functioning and that it adheres to the principles of good governance. (17) The Court may delegate any of its powers to the Executive Council or such other authorities as it may deem fit. (1) The Vice-Chancellor shall be a person of eminence having rich administrative and academic experience; (2)The Vice-Chancellor will be appointed by the Chancellor ofthe University; (3) The Vice-Chancellor shall be the principal academic and executive officer of the University and shall be responsible for proper administration of the University and for imparting instruction and maintenance of discipline therein and give effect to the decisions of all the authorities of the University and all other staff of the University shall be subordinate to him; (4)The Vice-Chancellor shall have the power to delegate some of his powers to any of his subordinates under intimationto Boardof Management; (5)In case the Vice-Chancellor is on leave, in his absence, Pro-Vice Chancellor as nominated by the Vice-Chancellor or in his absence, a Dean of the University as nominated by the Vice-Chancellor shall perform the functions of Vice-Chancellor; (6)In the event of the post of the Vice-Chancellor remaining vacant for any reason, it shall be open to the Chancellor to authorize a senior regular Professor in the service of the University to exercise such powers, functions and duties ofthe Vice-Chancellor as the Chancellor may deem fit; (7)The Vice-Chancellor shall have the power of the Secretary of Government for purposes of rules in the account code, the Fundamental and Supplementary Rules and other Rules of the Government in so far as they are applicable or may be made applicable to the conduct of the business of the University, subject to the additional power that may be delegated by the Boardof Management from time to time; (8)The Vice-Chancellor shall have the power to incur expenditure in accordance with the procedures as may be prescribed by the Board of Management, subject to the budget provisions made for the specific purpose and for expenditure charged on works the Vice-Chancellor shall have the powers of the Chief Engineer and the Superintending Engineer as per CPWD Works Manualtill such time these posts are created and filled up; (9)The Vice-Chancellor shall have the power to re-appropriate funds with respect to different items constituting the recurring budget up to a prescribed limit as prescribed by the Board of Management for each item provided that such re-appropriation will not involve any liability in future years, every such re-appropriation shall, be compulsorily reported to the Board of Management, inthe next meeting; (10) The Vice-Chancellor shall have the power to write off irrecoverable losses upto prescribed limit of Government Rules/ norms of irrecoverable value of stores lost or rendered unserviceable due to fair wear and tear according to the powers vested inHead of Department of Government, as per Government rules/norms, and subject to such stipulations as may be made by the Board of Management, from time to time; (11) The Vice-Chancellor shall have the power to employ technicians, workmen and administrative and management staff reporting to the academicians paid from contingencies involving emoluments not exceeding the approved rates ofthe Government, and the said staff should only be engaged against the vacant sanctioned posts; (12) The Vice-Chancellor shall have the power to send members of the staff for training or for a course of instruction or to attend any conference or symposium or workshop within India or abroad and pay the registration fees and sanction expenditure ofthe concerned staff: > Provided that his own travel outside India for any of the above purposes/ official duty would have to be sanctioned by the Chancellor before thejourney: > Providedthat Vice Chancellor can approve his own travels within India for the same purposes.
