Nomination, etc., of members
The Delhi Skill and Entrepreneurship University Act, 2019(1) The members of the authorities of the University shall be nominated or elected, as the case may be, in such manner as may be provided by the Statutes: (a) Chancellor, ex-officio; (b) Vice-Chancellor, ex-officio; (c) Pro-Vice-Chancellor; (d) Deans of schools; (e) Heads of departments/centres; (f) Professors of the University; (g) Associate Professors of the University; (h) Assistant Professors of the University; (i) Representatives from industry, commerce, research institutions, and other bodies; (j) Nominees of the Government; (k) Finance Officer, ex-officio; (l) Registrar, ex-officio; (m) Students representatives as may be provided by the Statutes. (2) The term of office of the members, other than ex-officio members, shall be such as may be prescribed by the Statutes. (3) A member of any authority of the University may resign his office by letter addressed to the Vice-Chancellor. (4) If any member fails to attend three consecutive meetings of the authority, he shall be deemed to have vacated his office unless he is granted leave of absence. (5) A member of any authority shall be eligible for re-nomination or re-election. (6) No act or proceeding of any authority of the University shall be invalidated merely by reason of the existence of any vacancy or defect in the constitution of such authority. (7) If any question arises whether any person has been duly nominated or elected as a member of any authority, the matter shall be referred to the Chancellor for decision. (1) The Board of Management of the University shall consist of the following members, namely:— (a) The Vice-Chancellor, who shall be the Chairperson; (b) Representative of the Department of Higher Education, Government of NCT of Delhi (ex-officio); (c) Secretary (Finance) (ex-officio); (d) Secretary-Planning (ex-officio); (e) Dean of Skill Development/Vocational Education (Academic and Research) (ex-officio); (f) Dean of Skill Development/Vocational (Skill Training) (ex-officio); (g) Registrar of the University (Ex-officio) (Member Secretary); (h) Nominated, Eminent, Experts, Academicians, Industry Experts and Persons of eminence from diverse fields as may be prescribed; (i) An educator from the University as nominated by the Chancellor on the recommendation of the Vice-Chancellor; (j) Such other members as may be prescribed for the Board of Management: (k) Board of Management may invite special invitees; (l) One or two elected Faculty members of the University. (2) The Board of Management shall be the principal executive body of the University; all such powers of the University as are not otherwise provided for by this Act or the Statutes shall vest in the Board of Management. (3) The constitution of the Board of Management and the term of office of its members shall be prescribed by the Statutes. (4) The Board of Management shall meet at such times and places and shall, subject to the provisions of the Statutes, observe such rules of procedure in regard to the transaction of business at its meetings (including the quorum at meetings) as may be prescribed; (5) The Board of Management shall have the power to appoint, such officers, teachers and other employees of the University as are necessary for the functioning of the University, in such manner as may be prescribed. (6) It shall be the duty of the Board of Management to see that the University is run in conformity with the provisions of this Act and the Statutes, and the directions issued by the Government from time to time. (7) The Board of Management may delegate such of its powers as it may deem necessary to the Vice-Chancellor or any other officer of the University or to a committee appointed by it. (1) The Court shall be the supreme authority of the University and shall consist of the following persons namely:- (a)Chancellor, who shall be the chairperson; (b)Minister of Training& Technical Education ofthe Government (ex-officio); (c)Vice-Chancellor (ex-officio); (d)Pro Vice-Chancellors (ex-officio); (e)Principal Secretary/Secretary (Training and Technical Education) of the Government (ex-officio); (f) Principal Secretary/Secretary (Higher Education) ofthe Government (ex-officio); (g)Principal Secretary/Secretary (Finance) of the Government (ex-officio); (h)Two eminent persons in the disciplines of engineering, technology, sciences, humanities, social sciences and management, nominated by the Government; (i) One representative of alumni of the University to be nominated by the Vice-Chancellor for a period of two years; (j) Four Deans ofthe University as nominated by the Vice-Chancellor; (k)Two Heads of Departments as nominated by the Vice-Chancellor; (1) A member of non-teaching staffto be nominated by Vice-Chancellor by rotation for a tenure of one year; (m) Registrar - Member-Secretary (ex-officio); (2) The term of office of the nominated members of the Court, other than ex-officio members, shall be three years; (3) Where a person has become a member of Court by reason of the office or appointment he holds, his membership shall terminate when he ceases to hold that office or appointment; (4)A member of the Court shall cease to be a member if he resigns or becomes of unsound mind, or becomes insolvent or is convicted of a criminal offence involving moral turpitude; (5)A member shall also cease to be member ifhe accepts a full time appointment in another University, or ifhe not being an ex-officio member fails to attend three consecutive meetings of the Court; (6)A member of the Court, other than an ex-officio member, may resign his office by a letter addressed to the Chancellor and such resignation shall take effect as soon as ithas been accepted by him; (7)Any vacancy inthe Court shall be filled by nomination by the respective nominating authority and on expiry ofthe period of the vacancy such nomination shall cease to be effective;
