Capital Region Development Authority ordinarily not to provide for matters falling within obligatory and discretionary duties of local bodies except integrated development of the Development Area

Nothing contained in this Act shall empower the Capital Region Development Authority to exercise of day-to-day control which includes building approvals and building enforcement in any development area for any of the matters which are to be provided for or are to be exercised by the local authority concerned, except where any such matters are required to be provided by the Capital Region Development Authority for the purpose of integrated development of the Capital region.
