1. Short title, extent and commencement
Short title, extent and commencement.,
- (1) This Act may be called the Atal Bihari Vajpayee Skill University, Tripura Act, 2025.
- (2) It extends to the whole of the State of Tripura.
- (3) It shall come into force on such date as the State Government may, by notification in the Official Gazette, appoint.
2. Definitions
Definitions., In this Act, unless the context otherwise requires,
- (a) "Academic Council" means the Academic Council of the University;
- (b) "appointed date" means the date appointed under sub-section
- (3) of section 1;
- (c) "Board of Governors" means the Board of Governors of the University;
- (d) "Chancellor" means the Chancellor of the University;
- (e) "Dean" means the Dean of a School of the University;
- (f) "department" means a department of study of the University;
- (g) "employee" means any person appointed by the University and includes teachers and other staff of the University;
- (h) "Government" means the State Government of Tripura;
- (i) "hall" means a unit of residence or of corporate life for the students of the University;
- (j) "industry" means any business, trade, undertaking, manufacture or calling of employers and includes any calling, service, employment, handicraft, or industrial occupation or avocation of workmen;
- (k) "institution" means an academic institution, center, or other unit of the University;
- (l) "notification" means a notification published in the Official Gazette;
- (m) "prescribed" means prescribed by Statutes, Ordinances, Regulations or Rules made under this Act;
- (n) "Registrar" means the Registrar of the University;
- (o) "school" means a school of study of the University;
- (p) "State" means the State of Tripura;
- (q) "Statutes", "Ordinances" and "Regulations" mean respectively the Statutes, Ordinances and Regulations of the University for the time being in force;
- (r) "teacher" means a Professor, Associate Professor, Assistant Professor and such other person as may be appointed for imparting instruction or conducting research or skill training in the University; "University" means the Atal Bihari Vajpayee Skill University, Tripura, established and incorporated under section 3;
- (t) "Vice-Chancellor" means the Vice-Chancellor of the University.
3. Establishment and incorporation of University
Establishment and incorporation of University.,
- (1) There shall be established a University by the name of 'the Atal Bihari Vajpayee Skill University, Tripura'.
- (2) The headquarters of the University shall be at Agartala, and it may establish campuses, regional centres, study centres and extension centres at such other places within the State of Tripura as it may deem fit.
- (3) The first Chancellor, the first Vice-Chancellor and the first members of the Board of Governors, the Academic Council, and all persons who may hereafter become such officers or members, so long as they continue to hold such office or membership, are hereby constituted a body corporate by the name of 'the Atal Bihari Vajpayee Skill University, Tripura'.
- (4) The University shall have perpetual succession and a common seal, and shall sue and be sued by the said name.
- (5) The University shall be a non-affiliating, teaching, training and research University in skills, vocational education and entrepreneurship.
4. Objects of the University
Objects of the University., The objects of the University shall be to,
- (a) provide high quality skill education, vocational training, research and development in various fields of skills and technologies;
- (b) design and develop courses in collaboration with industries and aligned with the National Skills Qualifications Framework;
- (c) promote entrepreneurship, innovation, incubation and start-ups;
- (d) establish partnerships and collaborations with industry, corporate sectors and national or international institutions;
- (e) facilitate flexible learning pathways with credit accumulation and transfer, and multiple entry and exit options;
- (f) provide training and certification of trainers, assessors and skill professionals;
- (g) undertake research and consultancy in skill development, livelihood generation and related areas; and
- (h) perform such other functions as may be necessary to achieve these objects.
5. Powers and functions of the University
Powers and functions of the University., The University shall have the following powers and functions, namely:,
- (i) to provide for instruction, training and research in such branches of skill development, vocational education, technologies, entrepreneurship and related areas as the University may think fit, and to make provision for the advancement and dissemination of knowledge in these fields;
- (ii) to design, develop and conduct curriculum, courses, training programs and assessments of various durations in skill and vocational domains;
- (iii) to hold examinations and assessments, and to confer degrees, diplomas, certificates and other academic distinctions or titles on persons who have pursued a course of study or training in the University;
- (iv) to confer honorary degrees or other distinctions in the manner prescribed;
- (v) to establish, maintain and manage campuses, regional centres, study centres, incubation centres, and centres of excellence within the State of Tripura;
- (vi) to collaborate, cooperate or partner with other universities, institutions, corporate bodies, industries and companies in India and abroad for curriculum design, training, research and placement;
- (vii) to institute and award fellowships, scholarships, exhibitions, medals and prizes;
- (viii) to create academic, administrative, technical and other posts and to make appointments thereto;
- (ix) to determine, demand and receive fees and other charges as may be prescribed;
- (x) to establish and maintain halls and hostels, and to supervise and control the residence, conduct and discipline of students;
- (xi) to acquire, hold, manage and dispose of property, movable or immovable, including trust and endowed property, for the purposes of the University;
- (xii) to borrow money, with the approval of the Government, on the security of the property of the University;
- (xiii) to receive grants, donations, benefactions and transfers of properties from Government, corporate bodies, foundations, individuals or any other source;
- (xiv) to make Statutes, Ordinances, Regulations and Rules for the administration and governance of the University; and
- (xv) to do all such other acts and things as may be necessary, incidental or conducive to the attainment of all or any of the objects of the University.
6. Jurisdiction and admission to privileges
- (1) The jurisdiction of the University shall extend to the whole of the State of Tripura.
- (2) No college or institution in the State of Tripura shall be associated with or admitted to any privileges of the University, except with the prior approval of the State Government.
- (3) Any college or institution situated outside the State of Tripura may, with the prior approval of the State Government and the concerned Government of the State or Union Territory, be admitted to the privileges of the University.
7. University open to all classes, castes, creeds, genders and religions
- (1) The University shall be open to all persons of either sex and of whatever race, creed, caste or class, and it shall not be lawful for the University to adopt or impose on any person any test whatsoever of religious belief or profession in order to entitle him to be admitted therein as a teacher or a student, or to hold any office therein or to graduate thereat or to enjoy or exercise any privilege thereof.
- (2) Nothing in this section shall be deemed to prevent the University from making special provisions for the admission of students belonging to the Scheduled Castes, Scheduled Tribes, other backward classes, or socially and educationally backward classes of citizens, or women, or persons with disabilities.
8. National and international standards in skill development
8. The University shall endeavour to maintain national and international standards in skill development, vocational education and training by collaborating with national and international industries, institutions and bodies.
9. Officers of the University
9. The following shall be the officers of the University, namely:-
- (a) the Chancellor;
- (b) the Vice-Chancellor;
- (c) the Registrar;
- (d) the Comptroller of Finance;
- (e) the Deans of Schools;
- (f) the Controller of Examinations; and
- (g) such other officers as may be declared by the Statutes to be the officers of the University.
10. The Chancellor
10.
- (1) The Governor of Tripura shall be the Chancellor of the University.
- (2) The Chancellor shall, by virtue of his office, be the Head of the University and shall, if present, preside at any convocation of the University.
- (3) The Chancellor shall have such other powers as may be conferred on him by this Act or the Statutes.
11. The Vice-Chancellor
- (1) The Vice-Chancellor shall be appointed by the Chancellor from a panel of three names recommended by the Search-cum-Selection Committee constituted under sub-section (2): Provided that the first Vice-Chancellor shall be appointed by the Chancellor on the recommendation of the State Government.
- (2) The Search-cum-Selection Committee referred to in sub-section
- (1) shall consist of the following members, namely:-
- (a) a nominee of the Chancellor, who shall be the Chairperson of the Committee;
- (b) a nominee of the State Government;
- (c) a nominee of the Board of Governors: Provided that the nominees of the Chancellor, the State Government and the Board of Governors shall be persons of eminence in the field of skill development, industry or education.
- (3) The Vice-Chancellor shall be a whole-time officer of the University and shall hold office for a term of three years from the date on which he enters upon his office, or until he attains the age of seventy years, whichever is earlier, and he shall be eligible for re-appointment for another term of three years: Provided that the Vice-Chancellor shall continue to hold office after the expiry of his term until his successor enters upon his office, or for a period of six months, whichever is earlier.
- (4) The emoluments and other conditions of service of the Vice-Chancellor shall be such as may be prescribed by the Statutes.
- (5) If the office of the Vice-Chancellor becomes vacant due to death, resignation or otherwise, or if he is unable to perform his duties due to ill health, absence or any other cause, the Chancellor may appoint a person to perform the duties of the Vice-Chancellor until a new Vice-Chancellor is appointed or the Vice-Chancellor resumes his duties, as the case may be.
- (6) The Vice-Chancellor shall be the principal executive and academic officer of the University and shall exercise general supervision and control over the affairs of the University and give effect to the decisions of all the authorities of the University.
- (7) The Vice-Chancellor may, if he is of the opinion that immediate action is necessary on any matter, exercise any power conferred on any authority of the University by or under this Act, except the Board of Governors, and shall report the action taken by him to such authority at its next meeting: Provided that if the authority concerned is of the opinion that such action ought not to have been taken, it may refer the matter to the Chancellor, whose decision thereon shall be final: Provided further that if any person in the service of the University is aggrieved by the action taken by the Vice-Chancellor under this sub-section, he shall have the right to appeal against such action to the Board of Governors within three months from the date on which decision on such action is communicated to him and the Board of Governors may confirm, modify or reverse the action taken by the Vice-Chancellor.
- (8) The Vice-Chancellor shall exercise such other powers and perform such other duties as may be prescribed by the Statutes or the Ordinances.
- (9) If the Vice-Chancellor is of the opinion that any decision of any authority of the University is beyond the powers of the authority conferred by this Act or the Statutes or the Ordinances or is not in the interest of the University, he may request the authority concerned to review its decision and if the authority refuses to review the decision, in whole or in part, or if the Vice-Chancellor is not satisfied with the decision of the authority after such review, he shall refer the matter to the Chancellor whose decision thereon shall be final.
14. The Comptroller of Finance

- (1) The Comptroller of Finance shall be a whole-time officer of the University and shall be appointed by the State Government on such terms and conditions as may be prescribed.
- (2) The Comptroller of Finance shall be appointed for a term of three years and shall be eligible for re-appointment for another term.
- (3) The Comptroller of Finance shall work under the direct superintendence, direction and control of the Vice-Chancellor and shall be responsible to him.
- (4) The Comptroller of Finance shall,
- (a) exercise general supervision over the funds of the University and shall advise it as regards its financial policy; and
- (b) perform such other financial duties as may be assigned to him by the Board of Governors or as may be prescribed by the Statutes or the Ordinances: Provided that the Comptroller of Finance shall not incur any expenditure or make any investment exceeding such amount as may be prescribed except with the prior approval of the Board of Governors.
- (5) Subject to the control of the Board of Governors, the Comptroller of Finance shall,
- (a) hold and manage the property and investments of the University including trust and endowed property;
- (b) ensure that the limits fixed by the Board of Governors for recurring and non-recurring expenditure for a year are not exceeded and that all moneys are expended on the purpose for which they are granted or allotted;
- (c) be responsible for the preparation of annual accounts and the budget of the University and for their presentation to the Board of Governors;
- (d) keep a constant watch on the state of the cash and bank balances and on the state of investments;
- (e) watch the progress of the collection of revenue and advise on the methods of collection employed;
- (f) ensure that the registers of buildings, land, furniture and equipment are maintained up-to-date and that physical verification of stock, equipment and other consumable materials in all offices, colleges, departments, centers and specialized laboratories of the University is conducted;
- (g) call for any information or report that he may consider necessary for his work from any office, college, department, center or specialized laboratory of the University; and
- (h) perform such other duties as may be specified in the Statutes or the Ordinances or the Regulations or as may be required, from time to time, by the Board of Governors or the Vice-Chancellor.
- (6) The Comptroller of Finance shall be the ex-officio Member-Secretary of the Finance Committee but shall not have the right to vote.
16. Other Officers
16.
- (1) The University may appoint such other officers as may be declared by the Statutes to be the officers of the University.
- (2) The manner of appointment, powers and duties of other officers of the University shall be such as may be prescribed by the Statutes.
17. Authorities of the University
17. The following shall be the authorities of the University, namely:--
- (i) the Governing Body;
- (ii) the Executive Council;
- (iii) the Academic Council;
- (iv) the Finance Committee; and
- (v) such other authorities as may be declared by the Statutes to be the authorities of the University.
18. The Governing Body
18.

- (2) The Governing Body shall meet at least three times in a calendar year.
- (3) The quorum for the meeting of the Governing Body shall be five members.
19. Powers and functions of the Governing Body
19.
- (1) The Governing Body shall be the supreme authority of the University.
- (2) Subject to the provisions of this Act, the Governing Body shall have the following powers and functions, namely:--
- (a) to provide general superintendence and directions and to control the functioning of the University by using all such powers as are provided by this Act or the Statutes, Ordinances, Regulations or Rules made thereunder;
- (b) to review the decisions of other authorities of the University in case they are not in conformity with the provisions of this Act or the Statutes, Ordinances, Regulations or Rules made thereunder;
- (c) to approve the budget and annual report of the University;
- (d) to lay down the policies to be followed by the University;
- (e) to recommend to the State Government about the voluntary winding up of the University if a situation arises where smooth functioning of the University is not possible; and
- (f) such other powers as may be prescribed by the Statutes.
20. The Executive Council
20.

- (2) The Executive Council shall be the principal executive body of the University.
- (3) The powers and functions of the Executive Council shall be such as may be prescribed by the Statutes.
- (4) The Executive Council shall meet at least four times in a calendar year.
- (5) The quorum for the meeting of the Executive Council shall be four members.
21. Powers and duties of the Executive Council
Subject to the provisions of this Act and the Statutes, the Executive Council shall have the following powers and duties, namely:-
- (a) to control and administer the property and funds of the University;
- (b) to enter into, vary, carry out and cancel contracts on behalf of the University;
- (c) to determine the form of, provide for the custody and regulate the use of the common seal of the University;
- (d) to create, with the approval of the State Government, such administrative and academic posts as it may deem necessary;
- (e) to appoint, with the approval of the State Government, officers (other than Chancellor and Vice-Chancellor) and teachers and other employees of the University, define their duties and conditions of their service and provide for the filling of temporary vacancies in their posts;
- (f) to prescribe, with the approval of the State Government, the fees and other charges to be paid by the students;
- (g) to publish the results of University examinations and other academic evaluations;
- (h) to regulate the academic discipline of the students;
- (i) to manage the finances, accounts, investments, property and all other administrative affairs of the University and for that purpose, appoint such agents as it may deem fit;
- (j) to entertain, adjudicate upon, and if it thinks fit, to redress any grievances of the officers, teachers and other employees of the University;
- (k) to select a common seal for the University and provide for the custody and use of the seal;
- (l) to delegate any of its powers to the Vice-Chancellor, the Registrar or such other officer or authority of the University or to a committee appointed by it, as it may deem fit; and
- (m) to exercise such other powers and perform such other duties as may be conferred or imposed on it by this Act, or the Statutes, or Ordinances, or Regulations made thereunder.
22. The Academic Council
- (1) The Academic Council shall be the principal academic body of the University and shall, subject to the provisions of this Act, the Statutes and the Ordinances, coordinate and exercise general supervision over the academic policies of the University.
- (2) The Academic Council shall consist of the following members, namely:-
- (a) the Vice-Chancellor, who shall be the Chairperson;
- (b) the Deans of Faculties;
- (c) the Directors of Schools;
- (d) the Heads of Departments;
- (e) two professors of the University, to be nominated by the Vice-Chancellor by rotation;
- (f) two associate professors of the University, to be nominated by the Vice-Chancellor by rotation;
- (g) two assistant professors of the University, to be nominated by the Vice-Chancellor by rotation;
- (h) three experts in the field of skill development or vocational education, to be nominated by the Chancellor; and
- (i) the Registrar, who shall be the Member-Secretary.
- (3) The term of office of the nominated members of the Academic Council shall be three years.
23. Powers and duties of the Academic Council
Subject to the provisions of this Act, the Statutes and the Ordinances, the Academic Council shall have the following powers and duties, namely:-
- (a) to control and regulate the standards of instruction, education and examinations in the University;
- (b) to recommend to the Executive Council the establishment of new Schools, Departments or Centres of Study;
- (c) to make recommendations to the Executive Council regarding the creation and abolition of academic posts;
- (d) to make regulations and ordinances regarding academic matters;
- (e) to recommend to the Executive Council the institution of degrees, diplomas, certificates and other academic distinctions;
- (f) to recommend to the Executive Council the curriculum, syllabi and courses of study;
- (g) to recommend to the Executive Council the establishment of fellowships, scholarships, studentships, medals and prizes; and
- (h) to exercise such other powers and perform such other duties as may be conferred or imposed on it by the Statutes or the Ordinances.
24. The Board of Studies
- (1) There shall be a Board of Studies for each department or school of the University.
- (2) The constitution, powers and duties of the Board of Studies shall be such as may be prescribed by the Statutes.
25. The Finance Committee
- (1) There shall be a Finance Committee of the University, which shall be the principal financial advisory body of the University.
- (2) The Finance Committee shall consist of the following members, namely:-
- (a) the Vice-Chancellor, who shall be the Chairperson;
- (b) the Registrar;
- (c) the Comptroller of Finance, who shall be the Member-Secretary;
- (d) one officer of the Finance Department of the State Government, not below the rank of Joint Secretary, to be nominated by the State Government;
- (e) one officer of the Higher Education Department of the State Government, not below the rank of Joint Secretary, to be nominated by the State Government;
- (f) two members of the Executive Council, to be nominated by the Executive Council; and
- (g) one expert in financial matters, who is not an employee of the University, to be nominated by the Chancellor.
- (3) The Finance Committee shall have the following powers and duties, namely:-
- (a) to examine the annual accounts and budget estimates of the University and make recommendations to the Executive Council;
- (b) to review the financial position of the University from time to time;
- (c) to make recommendations to the Executive Council on all matters relating to the finances of the University; and
- (d) to perform such other duties and exercise such other powers as may be prescribed by the Statutes.
26. The Planning Board
26.
- (1) The Planning Board shall be the principal planning body of the University and shall be responsible for the monitoring of the development of the University on the lines of its objects.
- (2) The constitution of the Planning Board, the term of office of its members and its powers and duties shall be such as may be prescribed by the Statutes.
27. Other Authorities
27.
28. The constitution, powers and duties of other authorities, which may be declared by the Statutes to be the authorities of the University, shall be such as may be prescribed by the Statutes.
Statutes 28. Subject to the provisions of this Act, the Statutes may provide for all or any of the following matters, namely:,
- (a) the constitution, powers and functions of the authorities and other bodies of the University, as may be constituted from time to time;
- (b) the election, nomination or appointment and continuance in office of the members of the said authorities and bodies, the filling of vacancies of members, and all other matters relative to those authorities and other bodies for which it may be necessary or desirable to provide;
- (c) the appointment, powers and duties of the officers of the University and their emoluments;
- (d) the appointment of teachers and other academic staff of the University, and their emoluments and other terms and conditions of service;
- (e) the appointment of teachers and other academic staff working in any Centre or Institution, and their emoluments and other terms and conditions of service;
- (f) the constitution of a pension or provident fund and the establishment of an insurance scheme for the benefit of the employees of the University;
- (g) the principles governing the seniority of service of the employees of the University;
- (h) the procedure for arbitration in cases of dispute between employees or students and the University;
- (i) the procedure for the appeal to the Executive Council by any employee or student against the action of any officer or authority of the University;
- (j) the establishment and recognition of University Centres and Institutions;
- (k) the conferment of autonomous status on a College or an Institution and the withdrawal of such status;
- (l) the institution of fellowships, scholarships, studentships, medals and prizes;
- (m) the maintenance of discipline among the employees and students;
- (n) the establishment and abolition of Departments and Centres;
- (o) the establishment, maintenance and management of hostels, halls and non-residential student Centres;
- (p) the conditions under which Colleges and Institutions may be admitted to the privileges of the University and the withdrawal of such privileges;
- (q) the delegation of powers vested in the authorities or officers of the University;
- (r) the medium of instruction and examination; and all other matters which by this Act are to be, or may be, provided for by the Statutes.
29. Statutes how made
29.
- (1) The first Statutes shall be those made by the State Government and shall be laid before the Legislative Assembly as soon as may be after they are made.
- (2) The Executive Council may, from time to time, make new or additional Statutes or may amend or repeal the Statutes in the manner hereinafter provided: Provided that the Executive Council shall not make, amend or repeal any Statutes affecting the status, powers or constitution of any authority of the University until such authority has been given an opportunity of expressing an opinion in writing on the proposed changes, and any opinion so expressed shall be considered by the Executive Council.
- (3) Every new Statute or addition to the Statutes or any amendment or repeal of a Statute shall require the assent of the Visitor who may assent thereto or withhold assent or remit it to the Executive Council for consideration.
- (4) A new Statute or a Statute amending or repealing an existing Statute shall have no validity unless it has been assented to by the Visitor.
- (5) Notwithstanding anything contained in the foregoing sub-sections, the Visitor may make new or additional Statutes or amend or repeal the Statutes during the period of three years immediately after the commencement of this Act:
30. Provided that the Visitor may, on the expiry of the said period of three years, make significant changes, if any, with the approval of the State Government.
Ordinances 30. Subject to the provisions of this Act and the Statutes, the Ordinances may provide for all or any of the following matters, namely:,
- (a) the admission of students to the University and their enrolment as such;
- (b) the courses of study to be laid down for all degrees, diplomas and certificates of the University;
- (c) the medium of instruction and examination;
- (d) the award of degrees, diplomas, certificates and other academic distinctions, the qualifications for the same and the means to be taken relating to the granting and obtaining of the same;
- (e) the fees to be charged for courses of study in the University and for admission to the examinations, degrees and diplomas of the University;
- (f) the conditions for award of fellowships, scholarships, studentships, medals and prizes;
- (g) the conduct of examinations, including the terms of office and of appointment, as also the duties of examining bodies, examiners and moderators;
- (h) the conditions of residence of the students of the University;
- (i) the special arrangements, if any, which may be made for the residence, discipline and teaching of women students and the prescribing of special courses of study for them;
- (j) the appointment and emoluments of employees other than those for whom provision has been made in the Statutes;
- (k) the establishment of Centres of Excellence, School of Studies, Special Centres, Specialized Laboratories and other Committees;
- (l) the manner of co-operation and collaboration with other Universities and authorities including professional bodies or associations;
- (m) the creation, composition and functions of any other body which is considered necessary for improving the academic standards of the University;
- (n) the delegation of powers vested in the authorities or officers of the University; and
- (o) all other matters which by this Act or the Statutes, are to be or may be, provided for by the Ordinances.
31. Ordinances how made
Ordinances how made 31.
- (1) The first Ordinances shall be made by the Vice-Chancellor with the previous approval of the State Government and the Ordinances so made may be amended, repealed or added to, at any time, by the Executive Council in the manner hereinafter provided.
- (2) No Ordinance shall be made by the Executive Council unless a draft thereof has been proposed by the Academic Council: Provided that the Executive Council shall not have the power to amend any draft proposed by the Academic Council under sub-section (2), but may reject it or return it to the Academic Council for reconsideration, either in whole or in part, along with any amendments which the Executive Council may suggest.
- (3) Where the Executive Council has rejected the draft of an Ordinance proposed by the Academic Council, the Academic Council may appeal to the Chancellor, who may direct that such Ordinance shall be made, and the Ordinance so made shall have effect from the date of the order.
32. Regulations
Regulations 32. The authorities of the University may make Regulations, consistent with this Act, the Statutes and the Ordinances, in the manner hereinafter provided, for the conduct of their own business and that of the committees, if any, appointed by them and not provided for by this Act, the Statutes or the Ordinances.
33. Regulations how made
Regulations how made 33.
- (1) Every authority of the University may make Regulations, consistent with this Act, the Statutes and the Ordinances, in the manner hereinafter provided.
- (2) Every authority of the University shall make such Regulations as may be necessary for the conduct of its business and that of the committees, if any, appointed by it.
- (3) The Executive Council may direct the amendment, in such manner as it may specify, of any Regulation made under this section or the annulment of any Regulation made by any authority of the University:
34. Provided that if any authority is dissatisfied with any such direction, it may appeal to the Chancellor, whose decision shall be final.
General Fund General Fund 34.
- (1) The University shall establish a fund to be called the General Fund, to which shall be credited,-
- (a) its income from fees, land, endowments, grants, donations and gifts, if any;
- (b) any contribution or grant made by the State Government or Central Government or any other authority;
- (c) any other sum or property which may be received by the University from any source.
- (2) The General Fund shall be kept in a Scheduled Bank or invested in such securities as may be decided by the Executive Council.
- (3) The General Fund shall be utilized for the payment of-
- (a) the salaries, allowances and other emoluments of the Officers, teachers and other employees of the University;
- (b) the expenses of the University for the maintenance of the laboratories, libraries, workshops, offices and other departments of the University;
- (c) the expenses for the purposes of research, training, extension, consultancy and other academic activities;
- (d) any other expenses of the University which are necessary for the purposes of this Act, the Statutes, Ordinances and Regulations.
35. Development Fund
Development Fund 35.
- (1) The University shall also establish a fund to be called the Development Fund to which shall be credited-
- (a) any grant or contribution made by the State Government or Central Government for the development of the University;
- (b) any other sum or property which may be received by the University specifically for the development of the University or any of its departments;
- (c) any portion of the General Fund which the Executive Council may transfer to the Development Fund.
- (2) The Development Fund shall be kept in a Scheduled Bank or invested in such securities as may be decided by the Executive Council.
- (3) The Development Fund shall be utilized for the development of the University, including-
- (a) the construction of buildings, laboratories, workshops, libraries, offices, staff quarters and other infrastructure;
- (b) the purchase of equipment, machinery, books, journals and other materials for the development of the University;
- (c) any other development purpose as may be decided by the Executive Council.

Appointment of teachers and other employees 40.
- (1) The teachers and other employees of the University shall be appointed on the recommendation of the Selection Committee constituted in such manner as may be prescribed by the Statutes: Provided that the Governing Body may make temporary appointments for a period not exceeding six months, if it is necessary so to do.
- (2) Every teacher and other employee of the University shall be appointed under a written contract which shall be lodged with the University and a copy thereof shall be furnished to the teacher or employee concerned.
- (3) Any dispute arising out of a contract between the University and any teacher or employee shall, at the request of the teacher or employee concerned, be referred to a Tribunal of Arbitration consisting of one member appointed by the Governing Body, one member nominated by the teacher or employee concerned and an umpire appointed by the Visitor.
- (4) The decision of the Tribunal of Arbitration shall be final, and no suit shall lie in any civil court in respect of the matters decided by the Tribunal.
- (5) Every such request shall be deemed to be a submission to arbitration within the meaning of the Arbitration and Conciliation Act, 1996.
42. Officers and employees to be public servants
Every officer and employee of the University shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code (Act XLV of 1860).
