2. Inthis Act unless the context otherwise requires, the following words shall have

Short title and commencement 1. () TheActmay be called the North East Christian University Act 2012.
- (ii) It shall come into force on the date appointed by the State Government by notification in the Office Gazette. Definitions

- (1) “Academic Council” means the Academic Council of the University;
- (2) “Board Of Studies” means the Board of Studies constituted under this Act;
- (3) “Chancellor” means the Chancellor or the University;
- (4) “Director” means a Director of University;
- (5) “Executive Council” means Executive Council of the University
- (6) “Finance Committee” means Finance Committee of the University
- (7) “Finance Officer” means Finance Office of the University
- (8) “Fund” means the Funds of the University and includes funds fora sponsored scheme.
- (9) “Governing Council” means the Governing Council of the University;
- (10) “Governor” means the Governor of Nagaland;
- (11) “Notification” means notification published in the Official Gazette of the ) Government of Nagaland;
- (12) “Pro-Chancellor” means the Pro-Chancellor of the University;
- (13) “Registrar” means the Registrar of the University;
- (14) “Regulation” means a regulation made under this Act;
- (15) “Schedule” means a schedule of this Act;
- (16) “State Government” means the State Government of Nagaland;
- (17) “UGC” means University Grants Commission constituted under the University Grants Commission Grant, Act, 1956
- (18) “University” means the Private University by the name “The North East Christian University” establishment under this Act.
- (19) “Vice Chancellor” means the Vice Chancellor of the University;
- (20) “The Visitor” means the Visitor of the University; CHAPTER IT ESTABLISHMENT OBJECTIVE POWER AND FUNCTION OF UNIVERSITY.

3. Establishment of the University

- (1) Assoon asthe commencement of this act, the state Government shall call upon the Nagaland Baptist Church Council and Council of Baptist Church in Northeast India, the Sponsoring Bodies to set up an endowment Fund of Rupees One Crore for the purpose of the university.
- (2) Immediately after the setting up of the Endowment Fund as aforesaid, the State Government shall accord sanction for establishment of the university by name of the North East Christian University and thereafier the Sponsoring Bodies shall accordingly establish the University.
- (3) The State Government shall notify the fact of establishment of the University in the Official Gazetle as soon as may be after the establishment of the University by the Sponsoring Bodies.
- (4) The University shall be a body corporate by the name aforesaid, having perpetual succession and common seal and shall, by that name, sue and be used.
- (5) (@ Theheadquarter ofthe University shall be at Dimapur in the state of Nagaland.
- (ii) The University shall have the power to established other campuses, study centers etc, within the Northeastern State of India for reason of operational expediency and for the Board based activities of the University.
- (6) The University may established off-campus centre, and study centres subject to the provisions of the University Grant Commission Act 1956 and the regulation made there under and the provisions of any law for the time being in force.
- (7) The University may further institute its own college and also affiliate any other college or institution in accordance with the produce enshrined in the regulations.

4. Objects of University.

- (1) The University shall design and run course and programme leading to the award of Certificate Diplomas, degree of bachelor, master, doctoral and post-doctoral levels and other academic distinctions, under the faculties and in the subjects enumerated in the Schedule to this Act.
- (2) The University, by regulation has the power to abolish or create any faculty or any cause or programme of study enumerate in the schedule without causing any detriment to the interest of teachers or students’ concerned, ad any such regulation shall deemed as an amendment of this Act.
- (3) () The University may impart instruction in regard to a course or programme of study through one more modes, which may include distance, continuing and regular modes of teaching and learning.
- (ii) without prejudice to the above, the main objective of the University shall be to provide high quality professional, technical and technological in campus, class room, formal and regular course and programmes of study to the students hailing from sponsoring Bodies State in such subjects, areas an d fields of study which are generally not offered by other institution in Northeast India.
- (iii) The University shall especially strive to have professional, academic and other possible link-ups and ties with various Centers of Excellence in and outside the country for promoting the standard of education provided metho-dologies of teaching and for upgrading the potentials of teaching and non-teaching staff of the University.

5. Power and function of University.

Without prejudice to the generality of the following provision of the foregoing provisions, the University shall have the following power and function:
- (i) To provide for instructions, teaching and training in all branches of study and particularly for research, advancement and dissemination of knowledge through establishment of institutes, departments, schools, faculties and other centers of excellence;
- (ii) To hold examination and to grant and confer certificates, diplomas, degrees and other academic distinction on those who pass the examinations, to confer honorary distinctions on men and women of eminence and to withdraw the certificates, diplomas etc, from those who had been conferred for good and sufficient reasons.
- (iii) To transfer the university into the Centre of Excellence particularly in the field of Science, Health sciences, Liberal & Fine Arts, Commerce, Law, Technical, Technology, Interfaith Religious Education management Social Work Environment Science, etc;
- (iv) To maintain and manage the physical and financial assets of the University in the most affected manner with a view to promoting the purposes of the University. wv) To appoint professors, associate professor, assistant professors, readers, lecturers and others connected with teaching with a view to imparting instructions of very high standard;
- (vi) To establish all physical amenities conducive to the most effected learning by the students enrolled with the University;
- (vii) Toinstate fellowships, scholarships, prizes, medals, etc. with a view to promoting research and motivating study;
- (viii) To collaborate, cooperate and act jointly with other organization, institutions, Universities etc. within and outside India, particularly in the fields of Medical Education, Engineering, Technology, Environment Science, Law and Religion Education, Fine Arts etc. for strengthening research and improving the quality of instructions to students;
- (ix) To disseminate knowledge through seminar, conference, executive, education programmes, community development programmes, publication And training programmes; x) To provide consultancy to industry, Government and Public Organizations;
- (xi) To establish and maintain within the premises of the University or elsewhere, such class rooms, study halls as the University may consider necessary and to adequately furnish the same;
- (xii) To receive grants, subscriptions, donation and gifts for the purpose of the university and consistent with the objects for which the University is established;
- (iii) To purchase, take on lease or accept as gift or otherwise any land or building or works which may be necessary or convenient for the purpose of the University on such terms and conditions as the University may deem fit, and to construct or alter and maintain any such building or works;
- (xiv) To execute conveyances, transfer re-conveyances, mortgages, lease licenses and agreement in respect of property, movable or immovable, including security belonging to the University or to acquire the same for the purpose of the University;
- (xv) To enter into agreements with organization which may include the Central Government, the State Government, the University Commission or other authority for receiving grants;
- (xvi) To accept grants of money, security or property of any kind on such terms and condition a may be deemed expedient;
- (xvii) To raise and borrow money on mortgages, promising notes or on other obligations or security based upon all or any of the prosperities and assets of the university with or without any security and upon such terms and condition as it may deemed fit and to payout of the fund of the university, 441- all expenditure incidental to the raising of the money and to repay and redeem any money borrowed;
- (xvii) To invest the funds of the University or money entrusted to the university in other such securities and in such as it may deemed fit and from time to time transpose any instrument; and
- (xix) To do all other acts as the University may consider necessary that are conductive or incidental to the attainment and promotion of the aforesaid objectives. ?) The Chancellor shall be responsible for the distribution of the aforesaid powers and functions of the University amongst the officers, councils committee boards and other authority of the University in accordance with the provisions of this act for carrying out the objectives of the University.
