Lapse of scheme

If the [Chief Town & Country Planner or Municipalities or Government agencies Or any Local authorities]1 fails to implement the development scheme within a period of five years or as specified by the Government from time to time from the date of publication of the final scheme under section 38 it shall, on the expiry of the said period of five years, or as specified by the Government lapse.
