No person shall put or cause to be put any rubbish or filth on public street and into any public drain not intended for rubbish or filth or into any drain communicating with any such public drain.

Provision of public latrines and urinals Provision of public latrines and urinals: The Board of Councillors shall provide and maintain in proper and convenient places a sufficient number of public latrines and urinals and shall cause the same to be daily cleansed and kept in proper order.
