Establishment and implements for removal of sewage, offensive matter and rubbish: For the removal of sewage, rubbish, filth and offensive matter and for the cleansing of latrines, urinals, drains and cesspools under section 148, the Board of Councillors shall maintain sufficient establishment, carts, motor trucks and other implements for the purpose.
