(1) A competitive .examination for recruitment to the service shall be held at such intervals as the Welfare Commissioner may, in consultation with the Board, from time to time determine.(3) the examination including interviews shall be conducted by the Welfaare commissioner in accordance 4th the- edure as may be determined by the Board.
