यदि धारा-4 के अन्तर्गत कोई क्षेत्र असुरक्षित घोषित किया जाता है, तो उस क्षेत्र में बिना जिला दण्डाधिकारी की लिखित पूर्वानुमति के कोई निर्माण कार्य प्रारंभ नहीं किया जाएगा अथवा आगे जारी नहीं रहेगा ।
