Power of State Government to refuse grant or renewal of licences.—(1) The State Government or the officer authorised by it in this behalf may, for reasons to be recorded in writing, refuse to grant or renew a licence under this Act.

1. (2) Any person aggrieved by an order of the officer authorised by the State Government refusing to grant or renew a licence, may, within such time as may be prescribed, prefer an appeal to the State Government, and the decision of the State Government on such appeal shall be final.
