All members of the first Council to be constituted shall be nominated by the Government

Notwithstanding anything contained in this Chapter, all members of the first Council to be constituted shall be nominated by the Government and shall hold office for the period of three years from its constitution. The nominated Council shall ensure to hold elections for constitution of a regular Council before the expiry of its term.
