Duties of Vice-President

The Vice-President shall,— (a) in the absence of the President from a meeting of the Council and unless prevented by a reasonable cause, preside, regulate the conduct of business of meeting of the Council and maintain and enforce order at the meeting. (b) during the vacancy in the office of President or the incapacity or temporary absence of the President, perform any other duty or power of the President. (c) at any time perform any duty and exercise when occasion arises, any power delegated to him by President under section 12 of this Act.
