Restriction on improvements

No Bhumidhar or Asami shall make an improvement on, or detrimental to, any land which is not included in the holding, to be benefited thereby— (a) with the written permission of the landholder of such land or the Gaon Panchayat, as the case may be, or (b) where such permission is not given within the prescribed period, with the written permission of the Revenue Assistant granted in accordance with rules made under this Act in this behalf.
