This Act commits the Bihar Government to responsible management of its finances. It sets fiscal management objectives and principles, and requires the Government to present to the Legislature a macro-economic framework statement, a medium-term fiscal policy statement and a fiscal policy strategy statement with the budget. It sets targets for reducing the deficit and debt, and lays down measures for fiscal transparency and for enforcing compliance.
