This law establishes a system of local self-government in Arunachal Pradesh by replacing an older regulation with a comprehensive framework. It applies to the entire state and creates village-level institutions known as Gram Sabhas and Gram Panchayats. These bodies are responsible for managing local development schemes, identifying beneficiaries for welfare programs, and mobilizing community resources. The Act ensures that governance is decentralized, giving villagers a direct role in decision-making and financial administration to improve their communities and ensure accountability in public spending.
