Procedure for election of Up-Sarpanch on the establishment of a Panchayat

(1) Every Panchayat shall have an Up-Sarpanch. (2) On the establishment of a Panchayat for the first time under this Act, or on its reconstitution or establishment thereafter, a meeting of the Panchayat shall be called immediately by the Competent Authority who shall himself preside over the meeting, but shall have no right to vote, and in such meeting the Up- Sarpanch shall be elected.
