Quorum and voting.
The Punjab Veterinary Council Act, 1981(1) The President, and in the absence of the President another member to be chosen by the members present from amongst themselves shall preside at a meeting of the Council. (2) Save as otherwise provided in clause (g) of sub-section (1) of section 26, all questions arising at a meeting shall be decided by the votes of majority of the members present and voting and in the case of equality of votes the person presiding at the meeting shall have and exercise a second or a casting vote. (3) Five members shall form a quorum at a meeting of the Council : Provided that if a meeting is adjourned for want of quorum, no quorum shall be necessary at the next meeting called for transacting the same business. (4) No act or proceedings of the Council shall be invalid merely on the ground of existence of any vacancy amongst its members, or by reason of defect or irregularity in its constitution or any irregularity of procedure not affecting the merits of the case.
