Duration of Village Council. - Every Village Council, unless sooner dissolved under the provision of section 28 of this Act shall continue for five years from the date appointed for its first meeting: Provided that the State Government may, by order, extend or shorten the term of a Village Council for such periods not exceeding twelve months in the aggregate:
