Minimum age for committal to institutions

A court shall not order the child or delinquent child under the age of ten years to be sent to an institution unless for any reason, including the want of a fit person of his own religious persuasion who is willing to undertake the care of him, is satisfied that he cannot be dealt with otherwise.
