313. Power of Zilla Panchayat to make regulations. - (1) A Zilla Panchayat may subject to the provi sions of this Act and the rules made under section 311 and with the previous sanction of the Government, by notification, make regulations to carry out the purposes of this Act in so far as it relates to its powers and duties. (2) The regulations made und er sub -section (1) shall be subject to the condition of previous publication and such publication shall be in such manner as may be prescribed.
