Decentralized planning for panchayats. – (1) Panchayats as institutions of local self -Government shall achieve all -round development coupled with social justice, development s hall be planned from the grassroot level to assess, determine and prioritize the needs of all sections of the people with emphasis on the interests of the vulnerable sections of society.
