Powers and functions of the Skill University: The Skill University shall exercise
The Kaushal Vidhya Entrepreneurship, Digital and Skill University Act, 20228. Powers and functions of the Skill University: The Skill University shall exercise the following powers and perform the following functions: - (1) to provide facilities and promote training, study and research in emerging areas of skill, vocational education, entrepreneurship including in new frontiers of digital economy and in various sectors as outlined in national skills qualification framework; (2) to conduct research in labour market requirements in order to understand emerging trends; (3) to undertake collaborative research and advocacy with any organization in India or overseas for promoting innovative models of education, research, training and skill development including employability and entrepreneurship; (4) to establish and recognise as constituent/associate institutions of skill education, in such manner and in accordance with such parameters, standards as may be specified by the Skill University; (5) to make provisions and adopt all measures (including adoption and updating of the curricula) in respect of study, teaching and research, relating to the courses through traditional as well as new innovative modes including digital education mode; (6) to take special measures for spreading educational facilities among the educationally backward strata of the society; (7) to institute choice-based credit system in-line with skill development pedagogy; (8) to provide students the facility of multi-entry-exit with or without trade/competency tests, with or without experience pre-requisites and credit accumulation, banking and transfer at all levels; (9) to institute scheme for multi-entry and multi exit, recognition of prior learning, credit banking and transfer, credit waiver, vertical and lateral mobility and any other such scheme which promotes skill development at large; (10) to develop credit framework including in international standards, accordance with the National Occupational Standards as specified by the National Skill Qualification Framework; (11) to develop curriculum packages of skill at different levels, as may be defined by the Skill university or by international standards or the National Skill Qualification Framework; (12) to define norms and parameters of skill education, teaching and instruction, consistent with the credit framework and curriculum packages to make them employability oriented, as the Skill university may deem fit; (13) to confer certificates, diplomas, advanced diplomas, degrees, bachelor’s, master’s, doctoral and other distinctions; Further to offer these distinctions/ credentials for recognition of prior learning/competency/experience with or without academic pre- qualifications, honorary distinctions as per norms laid down by Credentials Council; (14) to enable the student to seek employment on their own accord after any level of award and join back as and when feasible to upgrade qualifications or skill competencies to move higher in the job profile through the multiple entry and exit; (15) to offer, modify or discontinue programmes or courses in domain areas as per demand in the job market; (16) to decide, in consultation with the industry partner(s), industry associations, Sector Skills Councils, etc, specific job role(s) to be embedded in curriculum; (17) to have MoUs with relevant Industry Partner(s) in order to facilitate on-site skill training of the students; (18) to provide education, training and skill development opportunities to the informal sector and unorganized workforce in order to build productivity; (19) to encourage industrial and industrial associations participation through establishment of innovation labs, in-service training centres, workshops and active participation in all aspects of governance, curricula design, skill training, placements, internships, consultancy, joint projects, etc.; (20) to establish campuses, regional centres, skill centres, community colleges, study centres, information centres, test or examination centres, centres of excellence, etc., at various locations in and outside the State and country to facilitate delivery, student services and dissemination of education, consultancy, information and skill training; (21) to promote a spirit of entrepreneurship in skills amongst youth; (22) to promote career guidance and counselling among the youth; (23) to define norms of examination or any other measure of assessment of knowledge and competency of a student for admission to the Skill University; (24) to hold examinations or other assessments of knowledge or competency, or accredit the examination or other assessment system of institution, as the Skill university may, from time to time determine; (25) to collaborate with industries, companies, national and international partners (as skill knowledge providers) for the purposes of practical training of students in skill and entrepreneurship and to define norms for recognition of competency attained by a student in such practical training in industry or training centre for the purpose of earning credits; (26) to lay down norms for transfer of credits to promote new learning opportunities without compromising on learning outcomes; (27) to appoint persons possessing significant professional experience, knowledge and competency, as adjunct, guest or visiting faculty of the Skill University, on such terms and for such duration, as the Skill University may decide; (28) to lay down parameters for assessment and accreditation of skill educators and training providers in accordance with the norms specified under the National Skill Qualification Framework, or such other norms, as may be determined by the Skill University; (29) to determine, specify, fix, demand and receive contribution including payment of fees and other charges, from students, institution, industry or body corporate for instructions and other services, including training, consultancy and advisory services, provided by the Skill University, as the Skill University may deem fit; (30) to receive gifts, grants, donations or benefactions from the Central Government and the State Government and to receive bequests, donations and transfer of movable or immovable properties from testators, donors or transferors, as the case may be; (31) to establish its own school(s) to provide skill education, for identification and recognition of prior learning of skill; (32) to establish and maintain such infrastructure including campuses and training centres within its territorial jurisdiction; (33) to institute and award fellowship, scholarships, exhibitions, prizes and medals; (34) to collaborate with any other Indian or foreign university or institution in offering joint diploma/degree/exchange programmes for reaching global standards of skill attainment; (35) to mutually transfer credits with the institution of exchange in case of exchange students including of foreign candidates; (36) to promote national and international collaboration with institutions of skill education for the purpose of developing competency, knowledge and ability to global standards; (37) to establish its own production house, incubation centre, retail house or service centre or any other centre which shall provide practical training to enhance skill and entrepreneurial level of youth; (38) to create posts and prescribe the terms and conditions of appointment of competent practitioners with work experience or skilled professionals with or without academic pre-qualifications including that of faculty, Asst/Associate/professors/Professors of practice, Deans, Directors, Principals, teachers, teaching /non-teaching skilled, administrative, ustads, demonstrators, tutors and ministerial staff and such other posts, as required by the Skill University or as maybe prescribed by the Regulations; (39) to establish, maintain and manage, such establishments, initiatives whenever necessary including- (a) Knowledge Resource Centre; (b) Skill University extension boards; (c) Information bureaus; (d) Employability guidance bureaus; (e) Autonomous Evaluation Boards; (40) to take up such measures for welfare, holistic development of students including to promote patriotism, self-discipline, peer respect, sustainable living, spirit of service along with prevention of obstacles to such development such as ragging, harassment, discrimination or exclusion, physical or mental or emotional violence; (41) to invest the funds of the Skill University or money entrusted to the Skill University in only approved financial instruments and in such manner as it may deem fit and from time to time dispose any investment; (42) to delegate all or any of its powers to the Pro-Chancellor of the Skill University or any committee or any sub- committee or to anyone or more members of its body or its officers; (43) to make provisions in relation to residence of the students, to provide for a situation wherein the Skill University would like to open residential facilities; (44) to make such Schedule and Regulations as may, from time to time, be considered necessary for regulating the affairs and management of the Skill University and to alter, modify and rescind them; (45) Subject to the provisions of this Act, to do all such things as may be necessary to achieve the objectives of the Skill University.
