10. Skill university open to all races, classes, castes and creeds and to be inclusive in its pedagogy through courses amenable to the poorer strata of the society in the service of public: (1) The Skill University shall be open to all persons irrespective of gender , race, creed, caste or class and no test or condition shall be imposed as to religion, belief or profession in admitting or appointing members, students, teachers, workers, or in any other connection with the affairs of the Skill University and no benefactions shall be accepted the direct and inevitable effect of which, in the opinion of the authorities of the Skill University, is to impose conditions or obligations on the Skill University which is in derogation of its aforesaid power. (2) The Skill University shall include courses amenable to meritorious but poorer sections of the youth, designed to enable employability or entrepreneurship.
