Financial Advisor.--(1) The Financial Advisor to Government, Finance Department, shall be the Financial Advisor of each University and shall attend all meetings of the Syndicate and the University Council and shall advise it as regards the financial policy of the University.

  1. (2) The Financial Advisor shall be the custodian of the funds of each University and shall advise it as regards the financial policy of the University.
  2. (4) The Financial Advisor shall--
    • (a) present the annual estimates before the Syndicate and the University Council; and
    • (b) be responsible for the presentation of the annual accounts and balance sheet of the University.
