Condition of admission of Colleges/Institutes to the Privileges of the University for grant of affiliation and the withdrawal of such Privileges for affiliation
The Maharshi Dayanand University Act, 19751. (a) The University shall establish, maintain and grant affiliation to the colleges/institutes established/ proposed to be established within its jurisdiction subject to such conditions, if any, as may be decided upon by the Executive Council from time to time (b) The Colleges shall be of two types namely University maintained colleges and affiliated colleges. (c) The Maharshi Dayanand University shall exercise its powers over colleges/ institutions of general education, technology, engineering and management education in the districts of Rohtak, , Jhajjar, Faridabad and Palwal except B.Ed. and Engineering Colleges situated in the Districts Faridabad and Palwal and all other Co-educational Colleges of District Sonipat and the various courses being run in the campus of the University and/or such other jurisdiction as may be notified by the State Government from time to time. Provided that the Government on the merits and demerits of each case may grant no objection certificate to an institution to be established in the area falling under National Capital Region (as defined in the National Capital Region) Planning Board Act, 1985 (Act 2 of 1985), but within the territorial jurisdiction of Maharshi Dayanand University for affiliation with the Indraprastha Vishwavidyalaya Delhi. (2) An application for grant of affiliation shall be made by the concerned Department of the State Govt. or the officer authorized on its behalf in the case of a Govt. college and by the chairman or any other person authorized by a Society registered under the Societies Registration Act or a Public Trust constituted under any law for the time being in force in the case of non-govt. college or a private limited non profit company registered under section 8 under the new company Act 2013 or under Section 25 as per old Companies Act 1956, in case of non-Govt. Colleges. The last date by which such an application should reach the Registrar of the University shall be as provided in the schedule-I given in the ordinance relating to the procedure for grant of affiliation subject to the grant of NOC by the State Government and approved/recognition by the concerned. Apex regulatory Body an application for seeking permission to start additional courses, shall be made by the Principal of the College or the concerned Department of the State Government, alongwith prescribed processing fee for each course/subject, and must reach the Registrar, complete in all respects, by the date given in Schedule-I. (3) A college applying for affiliation shall send an application to the Registrar and shall satisfy the Academic Council/ Executive Council; (a) that unless it is Government college, the college shall have a regularly constituted governing body; (b) that the qualifications of the teaching staff, their grades of pay and the conditions governing their tenure of office are in accordance with Statute/ordinances/rules laid down by the University (every teacher appointed in a non-govt. affiliated college shall be subject to the approval of the Vice-Chancellor in the manner prescribed by the University); (c) that the buildings in which the college is to be located are suitable and that provision will be made in conformity with the rules of the University (i) for the residence of the students not residing with their parents/ guardians in the college or in lodgings approved by the college and (ii) for their supervision and physical welfare; (d) that the provision has been or shall be made within a specified period for a library according to the University norms; (e) that where recognition is sought in any branch of experimental science,
