If the Corporation, upon consideration of a report from the Commissioner

1. (a) by the erection of buildings or by attachment of land belonging

to the Corporation or ofland acquired by the Corporation for the

purpose;

1. (b) by the conversion of any buildings belonging to the Corporation

into dwellings for the economically weaker sections.
