(1) For the purpose of securing the efficient scavenging and cleansing

of all streets and premises, the Commissioner, shall provide-

1. (a) for the daily surface cleansing of all streets and the removal

of the sweepings therefrom; and

1. (b) for the removal of the contents of all receptacles and depots

matter.

1. (2) The Commissioner may, by public notice issue directions as to
