The Commissioner may, at any time with the previous sanction of thePower to make

Corporation-new public streets.

1. (a) layout and make new public streets;
2. (b) construct bridges and sub-ways;
3. (c) turn or divert any existing public streets; and
4. (d) lay down and determine the position and direction of a street or
