Patwaris and Kanungos to be public servants, and their records public records

Every Patwari and Kanungo, and every person appointed temporarily to discharge the duties of any such office, shall be deemed to be a public servant within the meaning of Section 21 of the Indian Penal Code, and all official documents kept by any such officer shall be held to be public records and the property of the Government.
