- (1) Subject to the provisions of this Act, the Fire and Emergency Service shall consist of such number of staff in such ranks, and have such organizations and have such powers, functions and duties as the Government may, by general or special order, determine. (2) The Government may prescribe by rules, - (i) different posts of the Fire and Emergency Service; (ii) the mode of recruitment of staff, grade of post, qualifications, pay, allowances and other conditions of service of the officers and other staff engaged therein and matters connected therewith.
