(i) If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by a notification or order, make such provisions, not inconsistent with the provisions of this Act, as appear to it to be necessary or expedient for removing the difficulty; Provided that no such notification or order shall be made after the expiration of a period of two years from the commencement of this Act;
(ii) Every order made under sub-section (i) shall be laid, as soon as may be after it is made before the State legislature;
(iii) No order made under sub-section (i) shall be called in question in any Court of Law on the ground that no difficulty as referred to in that sub-section existed or was required to be removed.
