The proposals shall be submitted in good time before final publication of records of rights.

Liability of individual for costs

1. (1) Liability of individuals for costs shall be fixed on the basis of the area of land held by them or in which they have interest and for this purpose the fraction of an acre shall be deemed to be an acre.
2. (2) When the area of waste land or unoccupied land is extensive separate rates per acre may be fixed for the land and the other land.
