Proprietor not to be declared disqualified unless on ground of public interests

The State Government shall not declare any proprietor to be disqualified under clause (d) of section 9 unless satisfied that it is expedient in the public interests that his property should be managed by the Court, and statement to this effect shall be inserted in the declaration made by the State Government as provided in section 10.
