Proprietor to be given opportunity to be heard and to adduce evidence

(1) Before reporting to the Court under section 12 that a proprietor ought to be declared to be disqualified under clause (b) or (d) of section 9, the District Collector shall give notice to such proprietor and afford him a reasonable opportunity to be heard and to adduce evidence. (2) All questions as to whether the provisions of the section have been complied with shall be decided finally by the State Government.
