(1) When the request of the applicant for grant of water supply is accepted by the competent authority under section 5 or section 6, the person so applying shall, at his own cost, provide all service pipe and fittings and cause to be carried out all work of laying and applying such service pipe and fittings in the premises for which the water supply is sanctioned: Provided that the competent authority may order to be undertaken the work of laying of service pipe, at the consumer's cost in certain areas where the competent authority for reasons to be recorded in writing, deems it necessary so to do.
(2) The charges for giving initial connection shall be such as may be notified.
