Savings

No Act or proceeding under this Act shall be invalid mereiy on the ground of:-

1. (a) the existence of any vacancy in" or any defect in the constitution of the Board or any committee constituted under ihis Act; or
2. (b) any member of the Board having cast his vote in any matter in contravention of the provisions of Section '15: or
3. (c) any defect or irregularity not aftecting the merit of any case,
