Members of the Council, etc., to be public servants

(1) The members of the Council and its Committees, Examiners, Invigilators, Paper Setters, and other employees of the Council shall be deemed to be public servants within the meaning of section 21 of the Indian Penal Code. (2) Any person who consumes, destroys or alters any marks card or any other person employed in connection with the examinations conducted by the Council, within a period of one month prior to the commencement of the examination, during the conduct of the examination and within three months immediately following such examination shall be deemed to be obstruction caused to a public servant in the discharge of his public functions and shall be a cognizable offence.
