Chairman and his powers and functions
The Odisha Higher Secondary Education Act, 1982(1) The Chairman shall be appointed by the Government on such terms and conditions as they may determine and he shall be either a whole-time or a part-time officer of the Council. (2) The executive authority of the Council shall vest in the Chairman and it shall be his duty to see that the provisions of this Act and the Regulations made thereunder are faithfully carried out, and he shall have all powers necessary for that purpose. (3) The Chairman shall have power to convene meetings of the Council and shall call a meeting at any time after due notice on a requisition stating the business to be brought before the meeting signed by not less than one-third of the total number of members of the Council. (4) When any emergency arising out of the administrative business of the Council requires in the opinion of the Chairman that immediate action should be taken, the Chairman shall take such action as he deems necessary and report his action to the Council in its next meeting. (5) The Chairman shall exercise such other powers as may be prescribed.
