Appearance before Election Commissioner

G. Any appearance, application or act before the Election Commissioner may be made or done by the party in person or by a pleader duly appointed to act on his behalf : Provided that it shall be open to the Election Commissioner to direct any party to appear in person whenever the Election Commissioner considers it necessary.
