This Act provides for Panchayat Samitis at the block level in Odisha. It sets out how blocks are constituted, the appointment of Block Development Officers, and the constitution of Panchayat Samitis. It covers the Samiti's conduct of business, the Chairman as its executive authority, and the powers and functions of the Samiti, its Chairman and Vice-Chairman.

  5. CIf for any reason whatsoever any of the electorates fails to return a candidate in accordance with any of the provisions of this Act, a fresh election shall be held in respect of the vacancy on such date and in such manner as may be prescribed and in case the electorate still fails to return a member at such fresh election, the State Government shall nominate a person who is otherwise eligible to be elected and the person so nominated shall, subject to the provisions of sub-section (2) of section 45 be deemed to have been validly and properly elected.
